VOA: Survey: Majority of Americans Satisfied With US Position in World

A new Gallup survey released Thursday shows that 53% of respondents, led by those who identified as Republicans, are satisfied with the position of the United States in the world.

That figure is up 8 percentage points from last year and is the highest since 2003.

Gallup reported a sharp partisan divide, but one the agency said is common in the past two decades depending on which party controls the White House.

Don't be fooled. A 'small' nuclear war would change everything.

The Pentagon in late February simulated a "limited" nuclear exchange between U.S. and Russian forces. In other words, a small atomic war.

The simulation -- more accurately, the Pentagon's revelation of the simulation -- appears to be part of the U.S. Defense Department's effort to secure from Congress billions of dollars in additional funding for new, low-yield nukes.

Some theorists believe low-yield weapons are more useful than high-yield weapons are. But it's important to note that even a "small" nuclear war would kill tens of millions of people and fundamentally alter life on Earth.

The nuke-war simulation occurred during Secretary of Defense Mark Esper's visit to the headquarters of U.S. Strategic Command in Omaha, Nebraska.

"We conducted a -- a mini-exercise, if you will," an unnamed "senior defense official" explained in a press conference at the Pentagon.

Companies say they need the military's wireless spectrum to build a 5G network. The military has other plans—and nobody is sure what they are.

As the Trump administration squares off with China's Huawei over who will dominate the world's next generation of wireless networks, another battle is emerging closer to home. And in this one, the force causing the most concern isn't a shadowy Chinese firm, or even a company at all. It's the Pentagon.

The fast new consumer and business network known as 5G, already being touted in Super Bowl ads, will require large new swaths of the airwaves. And for the companies building it out, the most coveted piece of that invisible real estate is the "mid-band," a set of frequencies that can carry far more data than current cellphone signals.

Last month, about a dozen al-Shabab fighters infiltrated the perimeter of a military base in Manda Bay, Kenya. One of them took aim with a rocket-propelled grenade, firing at a U.S. surveillance plane and touching off an hourslong firefight. When it was all over, the two American pilots of that plane and a U.S. soldier were dead, two other U.S. military personnel were wounded, six surveillance aircraft and helicopters were destroyed, and parts of the airfield were in flames.

Where there are U.S. bases, there is the potential for such attacks, because bases are not just launching pads for offensive military operations, but targets for them too. Since 9/11, the U.S. military has built a sprawling network of outposts in more than a dozen African countries. The Intercept has obtained U.S. military documents and a set of accompanying maps that provide the locations of these African bases in 2019, including the one at Manda Bay. These formerly secret documents, created by the Pentagon's Africa Command and obtained via the Freedom of Information Act, offer an exclusive window into the footprint of American military operations in Africa.

Counter Punch: Bernie Finally Puts a Number on Cutting Military Spending

Bernie Sanders' campaign has published a fact sheet on how everything he proposes can be paid for. On that fact sheet we find this line in a list of items that collectively will pay for a Green New Deal:

"Reducing defense spending by $1.215 trillion by scaling back military operations on protecting the global oil supply."

Of course there is an obvious problem or mystery about this number, namely, isn't it too damn good to be true? The full cost of military spending including numerous agencies plus debt for past wars, etc., is $1.25 trillion a year. While one might like to hope that Bernie is intent on leaving the military only $0.035 trillion a year, it seems highly unlikely that he means that. It's highly unlikely that he even thinks of military spending costing $1.25 trillion a year rather than the $0.7 trillion a year or so that goes to the one agency misnamed the Department of Defense.

Middle East Eye: Turkey opens Idlib border and allows Syrian refugees free passage to Europe

Route out of northwestern Syria opened for 72 hours, officials tell MEE, after 29 Turkish troops killed in attack by pro-Assad forces.

Turkey decided to immediately open its southwestern border with Syria and allow Syrians fleeing the pro-government forces' assault free passage to Europe for the next 72 hours, Turkish official sources told Middle East Eye.

A senior Turkish official said Syrian refugees headed towards Europe won't be stopped either on land or by sea.

The official said Ankara had ordered police, gendarmerie, border guards and sea guards to stand down on Thursday if they detected any Syrian refugees trying to cross into Europe.

The decision came after a security meeting chaired by Turkish President Recep Tayyip Erdogan late on Thursday.

WNU Editor: Here is an easy prediction. Expect another refugee-migration crisis on the borders of Europe. But I think the reaction from Europe is going to be different. With the coronavirus outbreak currently spreading throughout Europe, I can easily see governments moving in the coming weeks to implement quarantines and isolating infected patients to contain the disease. They are not going to permit hundreds of thousands of refugees to pour into the continent and break this containment.

WASHINGTON (Reuters) - U.S. intelligence agencies are monitoring the global spread of coronavirus and the ability of governments to respond, sources familiar with the matter said on Thursday, warning that there were concerns about how India would cope with a widespread outbreak.

While there are only a few known cases in India, one source said the country's available countermeasures and the potential for the virus to spread given India's dense population was a focus of serious concern.

U.S. intelligence agencies are also focusing on Iran, where the country's deputy health minister has fallen ill during a worsening outbreak. U.S. Secretary of State Mike Pompeo said on Tuesday the United States was "deeply concerned" Tehran may have covered up details about the spread of coronavirus.

A U.S. government source said Iran's response was considered ineffective because the government only has minimal capabilities to respond to the outbreak.

Get ready for a serious test of broken American health infrastructure.

Sooner or later, it's virtually bound to happen.

Though novel 2019 coronavirus cases in the United States have so far ticked up in fits and starts, experts on deadly diseases say Americans should be prepared to see an overnight boom in cases that mirror the skyrocketing outbreaks in Italy and South Korea.

At last count from the Centers for Disease Control and Prevention (CDC), there were 60 confirmed novel 2019 coronavirus cases in the U.S. One of those cases—in northern California—marked the first case of unknown origin, as The Washington Post first reported Wednesday. Fourteen patients came through the American health system after traveling to China or having close contact with someone who had. The rest were either repatriated individuals who fled the vicinity of the virus's origin in China on State Department-chartered planes or else were rescued from the disastrous Diamond Princess cruise ship outbreak.

Nancy Messonnier, director of the National Center for Immunization and Respiratory Diseases at the CDC, acknowledged Tuesday that community spread—when cases are detected in an area but the source of the infection is not known—was very likely to cause more infections in the United States. The case in California, which a CDC statement said was "picked up by astute clinicians," appeared to prove her right, and set the stage for a serious test of American health infrastructure after years of atrophy.

In Italy, officials have not been able to trace the origin of infections, which skyrocketed from just four on Friday to more than 528 by Thursday, killing at least 14 people. While each country faces its own health and containment challenges, experts say, there is little reason to believe the United States won't soon face a similar coronavirus surge, even as President Trump on Wednesday urged calm and put Vice President Mike Pence in charge of the disease's containment.

Reuters: World prepares for coronavirus pandemic; global recession forecast

GENEVA/BEIJING (Reuters) - Hopes the coronavirus would be contained to China vanished on Friday as infections spread rapidly around the world, countries started stockpiling medical equipment and investors took flight in expectation of a global recession.

Share prices were on track for the worst week since the global financial crisis in 2008 as virus-related disruptions to international travel and supply chains fueled fears of recession in the United States and the Euro zone.

The U.S. stock market fell into correction territory with the benchmark S&P 500 index down more than 4% on Thursday, extending a market rout that has now sliced more than 10% off of its closing peak on Feb. 19.

"Markets are voting and saying they think the U.S. is on its way to recession," said Chris Rupkey, chief economist at MUFG in New York.

* US major stock indexes closed down more than 4% for the day on Thursday
* Markets have now entered correction, or declines from peak of more than 10%
* Dow dropped 1,190.95 points, the index's largest one-day point drop in history
* Follows report of first US community transmission of coronavirus in California
* Netflix and other 'stay at home' companies saw shares rise, however

U.S. stock indexes plunged dramatically yet again on Thursday, as the rapid spread of the coronavirus outside China deepens investor worries about growth and corporate earnings.

The Dow Jones Industrial Average plummeted 1,190.95 points, or 4.42 percent, to 25,766.64, the largest one-day point drop in history. It comes during the quickest market plunge on a percentage basis since the financial crisis of October 2008.

The Dow, S&P 500 and Nasdaq all closed more than 10 percent below their recent highs. That means the market is officially in a correction, which is a normal phenomenon that analysts have said was long overdue.

The Center for Disease Control and Prevention (CDC) took four days to test a woman with the first confirmed case of coronavirus where the origin of the disease is unknown because she hadn't traveled abroad or been exposed to an infected patient as experts warn the deadly virus could spread quickly in the US like it did in Italy.

The woman, who is a resident of Solano County, which is about 35 miles outside of Sacramento, was admitted into UC Davis Medical Center on February 19.

But questions are now being asked over the CDC's handling of the case after an email from medical center officials to employees revealed that the CDC took four days to test the patient for the deadly disease despite requests from staff at the center.

CNBC: WHO says coronavirus entered Iran 'undetected,' warns outbreak could be worse than is known

* The new coronavirus that is rapidly spreading around the world entered Iran, world health officials said Thursday, "unseen and undetected."
* The virus could be more widespread in the country than is currently known, said Dr. Mike Ryan, executive director of the World Health Organization's emergencies program.
* "I suspect this has more to do with surveillance and detection of cases at this point," Ryan said.

The new coronavirus that is rapidly spreading around the world entered Iran "unseen and undetected," world health officials said.

Iran, which had just two cases a week ago, confirmed 245 infections as of Thursday morning, but the outbreak could be even more widespread in the country than is currently known, said Dr. Mike Ryan, executive director of the World Health Organization's emergencies program.

"This disease came unseen and undetected into Iran, so the extent of infection may be broader than what we may be seeing," Ryan told reporters at a news conference at the agency's headquarters in Geneva on Thursday.

CGTN: S. Korea reports record spike of daily new COVID-19 cases, total at 1,766

South Korea on Thursday saw the largest jump of number of the confirmed coronavirus cases in one day since the outbreak began. A total of 505 new cases were reported on Thursday, bringing the total number to 1,766, according to Korea Centers for Disease Control and Prevention.

South Korea's total new case count reported Thursday has overtaken China's announcement today of 433 new cases.

A 75-year-old virus patient who is tied to the religious sect in Daegu died of respiratory failure earlier Thursday, bringing the nation's death toll to 13.

Beijing has long said that the Chinese system of one-party rule and top-down decision-making has brought hundreds of millions of people out of poverty and is the most effective form of governance for the world's most populous country.

at the end of 2019 that same system acted in ways unheard of under democratic forms of government.

The assertion, aired during a report from Idlib on the Rossiya 24 channel, came as Turkish and rebel officials said Syrian rebels, backed by the Turkish military, had seized the town of Nairab in Idlib.

"Their own and Russian planes are saving the lives of Syrian troops in a literal sense," said the Rossiya 24 report. "Syrian and Russian planes are stopping the rebels again and again. But the sky above Idlib is also dangerous. The rebels and Turkish specialists are actively using portable air defence systems."

President Erdogan says developments in Idlib now in Ankara's favour as opposition regains northwestern town of Saraqeb.

Three Turkish soldiers have been killed in Syria's northwestern province of Idlib, Turkish President Recep Tayyip Erdogan said, as Turkey-backed Syrian opposition fighters regained a key town during heavy fighting on Thursday.

Erdogan said developments were turning in Ankara's favour, three weeks after the armed opposition lost Saraqeb, a northwestern town at the crossroads of two main highways, to the Russian-backed Syrian government forces.

Hours after the seizure of Saraqeb, Syrian government forces launched a major counterattack.

Reuters: Death toll rises to 32 in religious violence in India's capital

NEW DELHI (Reuters) - At least 32 people have been killed in the deadliest violence to engulf India's capital New Delhi for decades as a heavy deployment of security forces brought an uneasy calm on Thursday, a police official said.

The violence began over a disputed new citizenship law on Monday but led to clashes between Muslims and Hindus in which hundreds were injured. Many suffered gunshot wounds, while arson, looting and stone-throwing has also taken place.

"The death count is now at 32," Delhi police spokesman Anil Mittal said, adding the "entire area is peaceful now."

Reuters: No country will be spared, warn experts, as fight against coronavirus ramps up

GENEVA/DUBAI (Reuters) - No country should make the "fatal mistake" of assuming it will be spared the coronavirus, the World Health Organization said on Thursday, as governments from Iran to Australia raced to contain the epidemic's rapid global spread.

With new infections reported around the world now surpassing those in mainland China, WHO Director General Tedros Adhanom Ghebreyesus said even rich nations should prepare for surprises.

"No country should assume it won't get cases, that would be a fatal mistake, quite literally," Tedros said, pointing to Italy, where authorities said three more people had died, bringing the toll from Europe's worst outbreak of the illness to 17. Confirmed cases there rose to 650.

Reuters: South Korea and U.S. indefinitely postpone joint military drills over coronavirus

SEOUL (Reuters) - South Korea and the United States will postpone joint military drills until further notice, defense officials in Seoul said on Thursday, amid a growing coronavirus outbreak in South Korea that has now infected soldiers from both countries.

The U.S. military reported its first case of the coronavirus on Wednesday, in a 23-year-old soldier based in Camp Carroll, about 20 km (12 miles) from Daegu, where most of the country's 1,595 cases have been reported.

The South Korean military has also reported a number of infections, and has confined most troops to their bases.

About SSC (Staff Selection Commission):

The Personnel Selection Commission (SSC) is an Indian government organization that recruits staff in various positions in the various ministries and departments of the Government of India and subordinate offices. This commission is an office attached to the Department of Personnel and Training (DoPT), which includes a president, two members, and an examining secretary-examiner. His position is equivalent to the additional secretary of the Indian government. Parliament's Committee on Estimates has recommended the creation of a Committee for the Selection of Services in its 47th report (1967-1968) to carry out examinations for the recruitment of lower categories of posts. Subsequently, on November 4, 1975, in the Personnel Reform and Administration Department, the Government of India established a commission called the Subordinate Services Commission.

On September 26, 1977, the Subordinate Services Commission has renamed the Personnel Selection Board. The functions of the Personnel Selection Board were redefined by the Government of India through the Ministry of Personnel, Public Claims and on May 21, 1999. MUMBAI: Telecom department officials have asked India's two mobile number portability (MNP) service providers on how many porting requests can they process in a day, as the government evaluates contingency options in the eventuality that Vodafone Idea doesn't survive the adjusted gross revenue (AGR) crisis.Officials in the Department of Telecommunications (DoT) though say that the Plan A for the government is to make every effort to see that Vodafone Idea survives the present turmoil, and that India remains a three-private sector player market. On Friday, the Digital Communications Commission (DCC) – the highest decision-making body of the DoT – may discuss some steps on providing relief to stressed telcos such as Vodafone Idea.According to people aware of the developments, the government was informed that at the most 500,000 customers can be ported out each day on a combined basis by the two MNP providers—Syniverse Technologies India and MNP Interconnection Telecom Solutions India. Both companies did not respond to ET's queries at the time of going to press.This capacity though may prove grossly inadequate to cater to over 300 million subscribers of Vodafone Idea, leading to severe service quality issues, as the potential recipients—Bharti Airtel and Reliance Jio—don't have adequate capacity to immediately absorb the massive influx to their networks, say experts. 74362580 A contingency plan in this case is a complex one since it will include how to ensure smooth port outs in bulks of thousands to the two remaining operators. "This will put tremendous strain on the systems. To handle bulk requests of so many million customers will be a big task and hence, a contingency plan needs to be in place," said a person aware of the development. "Also, the telcos will have to discuss what are the charges acceptable to them to take in so many customers".MNP refers to the facility allowing a user to switch telco operators without changing the mobile number. The recipient operator pays a fee to the MNP service provider for processing the request."This will be a panic like situation… right now telcos are operating at 70-80% of network utilization. Without additional spectrum, despite all the spectrum farming (reusing 3G spectrum for 4G), splitting one-third subscriber market between two operators will be very difficult," said SBICap Securities research head Rajiv Sharma.There have been reports that both rivals have started discussing on how to upgrade their network in case Vodafone Idea goes down. Jio has 370 million while Bharti Airtel has 283 million subscribers.Vodafone Idea has so far paid Rs 3,500 crore of the DoT's estimated Rs 57,000 crore dues. The telco estimates its dues to be around Rs 23,000 crore. Experts say the cash-strapped carrier will find it difficult to pay even its own estimated dues in a short period of time.The telco has said it will be forced to shut down unless it gets some relief on its AGR dues. The government is considering, among others, setting up a stress fund for stressed telcos to draw from to pay off AGR dues and repay on easy terms, besides deferment of license fees and spectrum usage charge (SUC) for a substantial period to free up cash flows.On Wednesday, Vodafone Idea dispatched a letter to finance minister, DoT and Niti Ayog, calling on the government to allow it to pay AGR dues over 15 years, after a three-year moratorium. The telecom company has also asked for a tax refund to be adjusted against its dues, cuts in licence fees and SUC and the establishment of a floor for tariffs, among measures to help remain viable.The telco has also urged the DoT not to encash its bank guarantees against unpaid AGR dues, as that would force the telco to close down.Having already rejected a petition seeking review of its October 2019 order, which said AGR should include non-core items, the Supreme Court's hearing of the modification on March 17, which is also the deadline for payment of dues, assumes critical importance.The telcos have asked in the modification pleas to be allowed to negotiate modalities and timelines for paying the AGR dues with the DoT.

New Delhi: Salaried employees could face a cut in interest on their provident fund (PF) deposits this year with lower yields seen on investments by the Employees' Provident Fund Organisation (EPFO).The EPFO is considering a cut of 15 basis points in the interest rate on PF deposits in FY20 to 8.5%. Provident fund deposits had fetched 8.65% in FY19. The issue is likely to be taken up at the central board of trustees (CBT) meeting of the EPFO on March 5.The retirement fund body may find it difficult to keep the interest rate unchanged for this fiscal, a person aware of the financials told ET. The earnings on longterm fixed deposits, bonds and government securities are down 50-80 basis points over the past one year, said the person. One basis point is one-hundredth of a percentage point.The Finance Investment & Audit Committee (FIAC) will take a final call just before the CBT meet on the rate of return on PF deposits, depending on the exact earnings of the retirement fund body. 74366135 Rs 4,500 crore Exposure in DHFLThe decision will be presented to the CBT at the meeting and it will then take a call on the matter. The EPFO has investments of more than Rs 18 lakh crore, of which about Rs 4,500 crore was in Dewan Housing Finance Corp. Ltd (DHFL) and Infrastructure Leasing & Financial Services (IL&FS), both of which have been laid low by their inability to make payments. The first is undergoing bankruptcy resolution after RBI direction and the second is going through a governmentsupervised rescue programme.The EPFO invests 85% of its annual accruals in the debt market and 15% in equities through exchange traded funds (ETFs). At the end of March last year, the EPFO had a cumulative investment of Rs 74,324 crore in equities, fetching a return of 14.74%.However, the government doesn't want to fuel disgruntlement among workers, who won't be happy about lower PF rates."Interest rate on EPFO is a big sentiment booster and any cut on it at this point may further hit the employee sentiment," said one of the persons cited above.The CBT headed by the labour minister is the apex decision-making body of the EPFO that has an active subscriber base of 600,000.Some of the other issues that will be taken up for consideration include engaging TCS iON for conducting computer data entry skill tests and cumulative performance evaluation of portfolio managers for the period ended September 30, 2019.

By Ari AltstedterAs the novel coronavirus spreads from China around the globe, India appears especially at risk because of its dense population, patchy health-care system and high rate of migration.The nation has confirmed just three cases, while the Indian government says 23,531 people are under observation. Neighbouring Sri Lanka has reported one infection, while Pakistan disclosed its first patients this week: Two travelers who had separately returned from Iran, one of whom had been on a tour with 28 people.While India's numbers look tiny set against a population of 1.3 billion, the World Health Organization has warned that new cases are appearing faster outside China than those within the country where the virus originated. The discovery in the U.S. of a case with no ties to a known outbreak has raised concern that a similar emergence in a country as densely populated as India could quickly overwhelm the chronically underfunded health-care system."It's already here, they've detected a few cases, and if it starts spreading you will see a very fast" evolution, said Kasisomayajula Viswanath, a professor at Harvard's T.H. Chan School of Public Health. "Right now they are able to control it, and monitor it, and treat it effectively. But if it is spreading along with other contagious diseases that are already here, then it becomes a matter of considerable concern."Apart from its sheer size, India is cause for particular worry because of the density of its population: 420 people live on each square kilometer (about 0.4 of a square mile), compared with 148 per square kilometer in China. Places like Mumbai's Dharavi slum, or even a typical Indian household containing extended families, can facilitate contact with virus-bearing droplets emitted by breathing, talking, coughing or sneezing.Pakistan and Bangladesh look even more exposed than their larger South Asian neighbor. The two spend less on health care than India, and each has an array of entry points from countries where outbreaks are increasing.Pakistan's first case appears to have come from neighbouring Iran, which has emerged as the center of the outbreak in the Middle East, with at least 245 confirmed cases and 26 deaths. Pakistan has suspended all flights to China, Japan, and now Iran. Like Bangladesh, Pakistan has declined to evacuate students stranded in China. Bangladesh did extract 312 citizens from Wuhan, the origin of the virus, keeping them in quarantine in camps outside Dhaka for 14 days.Rural WorkersLike China, India has a high rate of internal migration. In the 2011 census, 450 million people moved from one area to another in search of opportunity. Many commute daily from their villages to work in the cities. That could make it harder to contain an outbreak to one locality, as China has attempted to do by locking down the entire state of Hubei."That's not really possible in India," said Vivekanand Jha, the executive director of the George Institute for Global Health, India, in New Delhi. "Indians, if they are infected, are much more likely to remain in circulation and potentially come in contact with uninfected individuals wherever in the world they might be."A large-scale outbreak stands to put a heavy strain on India's economy, which is much smaller than China's and where growth this year is on track to be the weakest in more than a decade.The country's health-care spending is among the lowest in the world — just 3.7% of gross domestic product. That's left India with a patchwork of overcrowded public hospitals, and private ones that are unaffordable for many people.Travelers ScreenedIndian Health Minister Harsh Vardhan said he's "extremely proud" of his country's response so far to containing the virus, which includes input from the armed forces, national carrier Air India and embassies abroad. Authorities have been screening travelers at airports, seaports and border crossings. It says the three confirmed cases, all discovered in the southern state of Kerala, have all been discharged from hospital.Still, Padmanesan Narasimhan, a professor of public health at the University of New South Wales who has worked on tuberculosis control in India, said the chances of the disease spreading in India are high."Because of internal migration, and the population density, and the limited access to health infrastructure, that would be a major challenge in India," he said.Disease ExpertiseOne area where India and its South Asian neighbors may have an advantage over the places where the coronavirus is already spreading is the weather. Coronaviruses of all kinds tend to travel better in cooler, drier climates — it's why flu season is in winter — and with the subcontinent's summer approaching, the stifling heat may end up snuffing out the virus, too.Moreover, while health-care systems across the region are underfunded, they do have expertise in fighting infectious diseases, given the prevalence of malaria, dengue and tuberculosis. Wealthier economies, from Hong Kong to Italy to Japan, have struggled to quell the spread of the virus."If it comes here, certainly it is a matter for concern because of the density of the population, and the sheer scale of it," said Harvard's Viswanath. "On the other hand, it looks like we've not been able to do a good job globally. Tatas may snap power lines to 5 states

Mumbai: Tata Power, which runs one of the country's largest power plants at Mundra in Gujarat, has threatened to stop supply from the plant to five states beginning March if they don't agree to tariff increases. The Mumbai-based company, which may incur a loss of Rs 1,000 crore from this one unit alone this year, has issued notices over the past few weeks to distribution companies owned by the state governments of Gujarat, Haryana, Rajasthan, Punjab and Maharashtra on the possible disruption.People close to the development said that Tata Power has made it clear that it will not be able to run the power plant unless the pass-through of additional fuel cost to consumers is allowed."We have written to them (discoms) that we may have to consider shutting down if there is no positive response, we have not said we will shut down," a Tata Power spokesperson told ET.Pressure to Honour Apex Court Ruling"Our attempt has been to arrive at a mutually acceptable arrangement. We have waited long for a resolution and losses are mounting. We do hope that states will take steps to finalise this quickly." 74367140 The development piles up the pressure on state governments to take action nearly one-and-a-half years after the Supreme Court asked the central power regulator to consider increasing tariffs for fuel cost increase in the case of three power companies.The Central Electricity Regulatory Commission (CERC) allowed the increase in April last year but the states have been dragging their feet.Stoppage of power from Mundra will force the states to buy expensive electricity from outside, Tata Power said. The development also highlights the chaotic state of India's power sector with loss-making discoms struggling to pay dues even as muchneeded mega investment in the power sector languishes. Shares of Tata Power closed at Rs 49.35 on the BSE Thursday, almost unchanged from the previous close.Gujarat is the only state to have approved a revised power purchase agreement allowing for an increase. State elections in Maharashtra derailed talks and caused delays. People in the know said that the Punjab government has agreed to part of the revision but it has not yet approved the tariff while Haryana is still against tariff hike."We have responded to Tata Power's notice by asking them not to take any extreme step. The Gujarat government has already passed the resolution but others are yet to agree. It is a joint contract which we cannot sign unless others give consent," a senior executive from Gujarat Urja Vikas Nigam, the state discom, told ET.Tata Power is expected to incur losses of Rs 1,000 crore from the Mundra unit in 2019-20.It is significantly lower than the Rs 1,700 crore loss incurred last year as coal prices have declined. "The discoms are dragging their feet. Even with the tariff revision, the power supplied from Mundra will still be cheaper by at least Rs 1/ unit compared to any other source they may buy from, which would translate into Rs 2,500-3,000 crore annually," a senior Tata Power executive said. India had launched an ambitious plan to set up ultra mega power projects of 4,000 mw each to meet the country's growing power demand more than a decade ago.Only two projects could be commissioned, the first one being the imported coal-fuelled Mundra unit, which was bagged by the Tatas at a levelised tariff of Rs 2.26 for a unit. But a change in policy in Indonesia in 2011made coal import expensive. Tariff hikes were denied till the Supreme Court gave some relief in 2018.

India’s digital payments to grow substantially than in past decade: Ajay Banga, CEO, Mastercard

India will likely be among the global leaders in the adoption of digital payments, said Ajay Banga, CEO, Mastercard. In an interview with Ashwin Manikandan and Saloni Shukla, the executive, who would assume the role of chairman after a CEO mandate for a decade, said that out of the total 65 million merchants in India, only 5-6 million accept digital payments. Therefore, the scope for expansion is huge. Edited excerpts:You have been at the helm of Mastercard for 10 years. Why the transition now? Was it on the cards for a long time?I have always said I will give this 10 years if the board wants me there and I have had a great run. Life is 50% luck — I have said that often. I have been lucky to be here. The other 50% is what you do with your luck. As a company, we have seized our opportunities. We have had a 13% cumulative average growth rate on revenues, our stock is up 16 times in these 10 years, and we are among the top few companies in the world in terms of market capitalisation. The thing a leader does very well is to develop a good bunch of people; we have had several very good people in the company. And I am convinced that Michael (Miebach) can take the benchmark to a whole new plane. It's a properly planned succession — something you don't see enough of these days.You have been vocal about government and regulatory policies. NPCI has government support in the Indian payment landscape. Does that give you a level playing field?Companies like ours bring in global technology, scale and capability and therefore the value of that to a market like India. I have often said that we operate in countries at the pleasure and desire of the local government. At the end of the day, just because I bring in good technology and skill doesn't mean India needs to always roll out the welcome mat. We are trying to enable a digitisation agenda in every country.From a regulatory perspective, what need to be done to push digital payments growth?I think the regulator has been very fair and transparent; I don't have a lot of advice for them. The RBI is one of the best regulators in the world. We have been telling them our views on data predictability, and we are also talking to them to enable payment directly from your bank account using our facility called 'pay-by-account.' RBI is very constructive.India conducted a demonetisation drive in 2016, but the cash usage in the economy is still substantially high. Do you see digital use picking up?For reduced cash in an economy at a personal consumption level, many things have to fall in place. You need the fintech part, the ability to provide the consumers an easy way to connect with their money. My general view is that there is much more required, like the acceptance infrastructure across the merchant ecosystem. We are working closely with the Confederation of All India Traders, which has 65 million merchants, to help increase acceptance. Sebi tells mutual funds to make liquidity buffer for debt schemes

The Securities and Exchange Board of India (Sebi) exhorted the mutual fund industry to build an adequate 'liquidity buffer' for debt schemes to be better prepared for any event of a crisis in future. The capital markets regulator has also asked mutual funds to participate more in the voting process of company resolutions rather than abstain from them.Sebi said the ongoing credit crisis that resulted in returns of various debt mutual fund schemes taking sharp hits has brought to surface the kind of liquidity pressures that the industry could face."There was a debate if the mutual fund industry should be at par with banks having an SLR (statutory liquidity ratio) and CRR (cash reserve ratio). Should mutual fund industry have an SLR at all?" He said investors are going to crowd the industry in search of alpha as the interest rate trend downwards. Alpha refers to the extent of outperformance of a product over its benchmark. "Alpha is going to become a demanding factor. But then from regulators perspective I would like to say, this cannot be the sole obsessive factor for the industry. I think the Greek language has other alphabets too such as beta and gamma and I think we need to focus on things other than alpha," Mahalingam said.The Sebi official also said mutual funds must keep away from structured obligations which don't make things clear.The regulator said mutual fund industry should play a leading role in corporate governance with regard to voting in corporate resolutions."Whether it's Crompton Greaves, Religare or Fortis, I think these are shocks for the industry and gone are the days when we can tell that these are few in number, so we can afford to neglect them. Mutual funds will have to play a constructive role. I took note of the fact that there are 12 per cent abstentions by the mutual fund industry. This should be reduced to a single-digit over a period of next three to four years. It should come close to one to two percent. Others like insurance and pension fund industry should take a leaf out of the mutual fund industry and play a constructive role in corporate governance," Mahalingam said.

Nifty March futures closed at 11,618.8 on a provisional basis, at a 14.5 per cent discount to the spot index. "If it fails to surpass 11,777, then it may continue its weakness towards 11,533 then 11,430-11,333 zones," added Taparia.

BENGALURU: Accenture's operations division has the largest robot workforce in the industry, topping 63,000, the incoming head of the unit told ET.The company, however, does not forecast robots replacing humans. Manish Sharma takes charge of the $6 billion unit with over 141,000 employees on March 1, as part of Accenture's recent re-organization. "I don't want my people anywhere in the world to do boring jobs. We call it MRPT — measurable, repeatable, predictable and transaction work — that our people will not do," Sharma told ET in an interview. "That will be done by robots and our people will be the supervisors of robots."Sharma said automation should be a goal in itself as companies look to make processes more efficient."If you have wasteful processes, and you automate them, that does not help. We don't automate processes if it doesn't meet certain criteria. You have to design the process and get to the core of the issue," Sharma said.Accenture's Synops platform allows it to map a process, closely follow how a single agent performs a task, and then create a potential framework to automate parts of it.This then allows the agent to focus on problems that the automated system had been unable to resolve. Sharma, who completes 25 years at Accenture this March, said he wants to ensure that Accenture continues to be a market leader in the industry. The reports come from buoys placed off the shore and detect various conditions, including the wave size you can anticipate while you're surfing, swimming, or sailing. The wave height, listed in either feet or meters, tells you the vertical height of a wave from trough to crest. Keep in mind that it is an average, so not all waves will be that exact size. About ⅓ of the waves will be the height listed in the report, but you will also see plenty of bigger and smaller ones at the beach.[1]
    • Everyone looks for the swell height when they first open up a report. However, it isn't the only factor determining wave height near the shore, so read it in conjunction with other swell measurements.
    • The swell height is a very rough estimate. Although it can give you an idea of what the waves are like, the best way to get the whole picture is to go to the beach yourself.
    • An ideal swell height for beginning surfers is about high. When the waves seem too tough to handle, look for a more sheltered spot at the beach where the waves will be a little smaller.
  2. Read the swell period to see how long each wave lasts. The swell period measures how long a wave takes to pass a measuring buoy. Short wave periods indicate shorter, choppier waves that move by at a fast rate. Long wave periods mean long waves that have a chance to build up more as they approach the shore.     • For example, you might see a report list waves at for 15 seconds. That means a wave tall takes 15 seconds to completely pass by a measuring buoy.
    • If you're planning on surfing, a swell period between 10 to 12 often produces sizable waves. You may still be able to catch waves during shorter swell periods, but not as consistently. Longer swell periods will produce bigger waves experienced surfers might enjoy.
  3. Find the swell direction to see where the waves are coming from. It is often listed in degrees or as an abbreviated direction like NNW. When the measurement is listed in degrees, think of it like reading a compass where north is 0 and south is 180. Some reports simplify this measurement by listing an arrow instead of a number. The swell comes in at an angle toward the beach, so the direction can have a big impact on how the waves form.[3]

    • The swell direction is tricky since it describes where the swell comes from, not which way the waves are headed. It's a common place where new surfers get tripped up.
    • For example, the swell direction could be listed as north northwest (NNW) or as 327 degrees. It indicates that the waves are moving from the north northwest and heading southeast. If the report includes an arrow marker, it will point to the southeast.
    • The coastline determines how the swell direction affects the waves. If you're facing east from the coast of Florida, for instance, a swell coming from the east produces bigger waves. If you're facing south from another part of the coast, the waves won't be as strong.
  4. Check the tide height to see how it changes throughout the day. Most reports track the changing tide, listing it in feet or meters. The tide affects the way the waves move, but it's very easy to track. There are 2 high tides and 2 low tides at different times every day.     • In general, the best time to be in the water is at medium or high tide. During these times, more water flows toward the beach. A low tide could expose sand bars, sharp rocks, reefs, and other obstacles.
    • If you're planning on surfing, the best time depends on the particular spot you're visiting. Spend time near the water as the tides change or ask an experienced surfer about the best times.
  5. Note that tides are bigger during new and full moons. The moon cycles through phases as it travels around the Earth. When the moon is completely in front of or behind the Earth, the tides are much stronger than usual. That means much more water at high tide and much less at low tide. During other times, the tides are much less distinguishable.[5]

    • Surfers can take advantage of this by going out for a strong high tide and avoiding a severe low tide. When the moon isn't in its new or full phase, low tide isn't quite as severe, so the water conditions may still be worth checking out.
    • Moon phases are not always listed on surf reports, so you may need to check separate weather or moon phase trackers for more information. Another option is to track the tides on surf reports to see how the highs and lows change daily.

    • The ideal wind speed is often between per hour. A light wind coming from the shore causes bigger waves. If the wind is too strong, you will have a harder time paddling toward the waves.
    • Strong winds can create choppy waves, especially when you're close to the shore.
    • Some reports also list wind gusts. The wind speed is the average speed, but gusts are short bursts when the wind blows at a much higher speed. Gusts can cause the waves to become more unpredictable.
  2. Note the wind direction to see if it is blowing out toward the water. The wind direction is indicated as an arrow, although it can also be shown through an abbreviated direction or degrees. The wind direction tells you which way the wind is going, which could be toward or away from the shore. When there is little to no wind, the waves tend to be much smoother and higher than normal. Ideally, surfers want the wind to be blowing out from the shore so it hits the water and creates bigger waves.[7]

  3. Note the rain and other weather conditions at the beach. Other than the swell readings, surf reports resemble any standard weather forecast. The weather conditions are often depicted as symbols. Expect sunny conditions when the report shows a sun and an overcast day when you see clouds. The reports also show conditions like rain and track the weather at night.[8]

    • Although the weather conditions affect waves, that effect is often noticeable in the swell report. Use the weather forecast as confirmation and for your own enjoyment at the beach.
  4. Read the forecast to figure out the expected average temperature. The temperature is typically listed underneath or next to the weather conditions.   1. Preheat the oven to and grease a baking dish. Get out a 9 x 12-inch (22 x 30-cm) baking dish and rub 1 tablespoon of butter over the bottom and insides to prevent the potatoes from sticking. Set the dish aside while you prepare the potatoes.[1]

  2. Peel and soak the potatoes. Rinse 2½ pounds (1.1 kg) of yukon gold potatoes and peel the skins. Discard the potato peels and place the peeled potatoes into a large bowl. Fill the bowl with cold water and let the potatoes soak while you make the cream sauce.[2]

    • Soaking the potatoes will prevent them from becoming discolored as they sit.
  3. Heat the cream, milk, nutmeg, and salt. Pour 1½ cups (355 ml) of heavy cream into a saucepan along with 1 cup (240 ml) of whole milk, ¼ teaspoons (0.5 g) of freshly grated nutmeg, 1 1/2 teaspoons (8 g) of salt, and freshly ground pepper to taste. Turn the burner to medium and stir the liquid occasionally until it starts to bubble around the edges. Turn off the burner.[3]

  4. Slice the potatoes -thick. Lift the soaked potatoes out of the bowl of water and set them on a cutting board. Use a mandolin or a knife to slice each potato into -thick slices. Pour the water out of the bowl and wipe it dry with a kitchen towel. Pat the potato slices dry and place them into the bowl.[4]

  5. Mix the potato slices with the cream mixture. Once you've sliced all of the potatoes and put them in the bowl, slowly pour the warm cream mixture over the slices. Use your hands or a spoon to toss the potatoes in the mixture so they're completely coated.[5]

  6. Transfer the potato mixture to the dish and sprinkle the cheese on top. Use the spoon to push the potato slices down. This way the cream should cover most of the potato slices. Scatter 3 ounces (85 g) of shredded Gruyère cheese evenly over the top of the potatoes.[6]

  7. Bake the au gratin potatoes for 1 hour and 15 minutes. Place the baking dish in the center rack of the preheated oven. Set a baking sheet on the rack that's underneath it to catch any drips. Bake the potatoes until they're soft when you insert and remove a fork. The cream mixture should bubble and the cheese will brown once it's finished cooking.[7]

    • If the potatoes are still firm, cook them for 15 minutes and check them again.
  8. Serve the au gratin potatoes. Turn off the oven and let the au gratin potatoes sit for 5 to 10 minutes before you serve them. This will make it easier to handle them and the liquid will thicken a little as it cools. Serve the au gratin potatoes with sliced ham, greens, or roasted vegetables.[8]

  1. Grease the slow cooker. Spray the bottom and inside walls of a slow cooker with cooking spray. If you don't have cooking spray, you can rub butter to grease the slow cooker. This will prevent the potatoes from sticking.[9]

    • You'll need to use a slow cooker that's at least 4-quarts (3.8 liters) in size.
  2. Peel and slice the potatoes. Rinse 5 to 6 potatoes and use a vegetable peeler to remove the peel. Use a sharp knife to slice the potatoes into slices.[10]

  3. Layer the potato slices with minced onion. Spread a layer of potato slices in the bottom of the slow cooker and sprinkle about 1/4 cup (37 g) of minced onions over it. Sprinkle salt and pepper according to your taste over the layer. Spread the rest of the potato slices evenly in the slow cooker and top them with the remaining 1/4 cup (37 g) of minced onions.[11]

  4. Cook the butter with the flour to make a roux. Place 3 tablespoons (42 g) of butter into a saucepan and turn the heat to medium. Once the butter melts, stir in 3 tablespoons (24 g) of flour and cook it for 1 minute. Stir the roux constantly so it thickens and becomes pale.[12]

  5. Whisk in the milk and cook the sauce for 3 to 5 minutes. Keep the heat on medium and slowly whisk in 2 cups (475 ml) of milk. Continue to whisk and cook the sauce until it thickens a little.[13]

    • Avoid boiling the sauce or it will curdle and burn on the bottom.
  6. Turn off the heat and stir in the cheeses. Use a spoon to stir in 4 ounces (115 g) of shredded smoked gouda, 4 ounces (115 g) of shredded sharp cheddar, and 3 tablespoons (15 g) of grated parmesan cheese. Stir until the cheeses are dissolved in the sauce.[14]

  7. Pour the cheese over the potatoes and turn the slow cooker on to HIGH. The cheese sauce should almost cover the potatoes. Put the lid on the slow cooker and turn it on to HIGH.[15]

  8. Cook the potatoes on HIGH for 2 to 3 hours then on LOW for 1 hour. Change the heat back to HIGH and cook the potatoes for 2 to 3 hours so they're completely soft. Turn the slow cooker to LOW and cook them for 1 more hour.[16]

    • The total cooking time will be 3 to 4 hours.
  9. Serve the slow cooker au gratin potatoes. Turn off the slow cooker and take the lid off. Serve the hot au gratin potatoes with roast beef, steamed vegetables, or rolls. Store the leftover potatoes in an airtight container in the refrigerator for 3 to 5 days.[17]

  2. Trim the fennel bulbs and slice them. Take 2 small fennel bulbs and cut off the stalks that poke out from the bulbs. Use a sharp knife to cut the bulbs in half lengthwise. Use a paring knife to cut out and remove the hard cores from each bulb. Slice the fennel bulbs into thin slices.[19]

    • You should have about 4 cups (348 g) of sliced fennel.
  3. Sauté the fennel with the sliced onion for 15 minutes. Put 2 tablespoons (30 ml) of olive oil and 1 tablespoon (14 g) of unsalted butter into a saucepan and turn the burner on to medium-low. Stir in the sliced fennel and 1 thinly sliced yellow onion. Sauté the vegetables and stir them occasionally until they're soft and translucent.[20]

  4. Peel and slice 4 potatoes. Use a vegetable peeler to peel the Russets. Set them on a cutting board and cut them into slices. If you prefer, you can use a mandoline to evenly slice the potatoes. Transfer the potato slices to a large mixing bowl.[21]

  5. Toss the potato slices with cream, cheese, salt, and pepper. Pour 2 cups (475 ml) of the heavy cream over the potato slices and add 2 cups (216 g) of the grated Gruyère cheese. Sprinkle 1 teaspoon (5 g) of kosher salt and 1/2 teaspoon (1 g) of freshly ground black pepper in the mixing bowl. Use a large spoon to toss the ingredients until they're combined.[22]

  6. Stir in the sautéed vegetables and transfer the mixture to the baking dish. Mix in the sautéed fennel and onion so it's combined with the seasoned potato slices. Scoop the mixture into the greased baking dish and push down on the potatoes so they're submerged in liquid.[23]

  7. Mix and scatter the rest of the cream and cheese over the potatoes. Pour the remaining 2 tablespoons (30 ml) of heavy cream into a small mixing bowl. Add the remaining 1/2 cup (54 g) of grated Gruyère cheese and stir until they're combined. Sprinkle the mixture evenly over the potatoes in the baking dish.[24]

  8. Bake the potato-fennel gratin for 1 hour and 30 minutes. The potatoes should become completely soft and the cheese on the top will melt and bubble. Insert a fork to see if the potatoes have cooked enough. If the potatoes are too firm, cook the gratin for another 15 minutes and check again.[25]

  9. Rest the gratin for 10 minutes and serve it. Turn off the oven and remove the baking dish from the oven. Let the potato-fennel gratin sit at room temperature for 10 minutes. This will help the cheese set and the sauce firm up before you dish it onto serving plates. Serve the gratin with roasts, glazed vegetables, or crusty rolls.[26]
